Billy Irvin’s layman views evolved as:  *A second generation pool-contractor, starting as a teenager the pool-industry in the 1960's, via a construction-crew-member and throughout college maintaining public pools.  *During the 1970's he became VP of a major lending institution specializing in indirect consumer-financing of residential swimming pools. *In 1976, he assisted in the opening of the first Texas location for Sylvan Pools, one of the largest US pool builders.  Later, he acted as a semi-public-pool design-consultant for several Houston-area pool-contractors until he bought into what ultimately grew into the 4th largest volume builder in the Houston market.   Past board-member of the Houston area NSPI and later the North Texas Chapter of the APSP.   *One of the earliest recipients certified as a National Spa and Pool Institute (NSPI) Certified Pool Operator (CPO) and later, an instructor.  * Earliest of recipient for the APSP-PPSO instructor certification.  *After selling his company in 1987 he acted as a factory-Rep./consultant, marketing and organizing swimming-pool gunite operations throughout the country, serving numerous residential and public pool-contractors.

*Longtime member of the Pool & Hot-tub Association (PHTA), formally the APSP/NSPI.   *One of the earliest recipients as an APSP/NSPI Certified Builder (CBP), and APSP Certified Service Professional (CSP).   *Voting committee-member of ANSI/APSP-5-7 & 17 Pool Building Standards Guidelines.  *Regular contributor to the CMAHC for the Model Aquatic Health Code.  *Current board-member & Secretary/Treasurer of the lobbing-group -Texas Pool & Spa Coalition (TPSC), (formally the Aquatic Professionals Education Council (APEC).   *As instigator of HB-2858 which led to the ISPSC becoming the Pool-Code required throughout Texas, effective in September 2020, he is currently lobbying jurisdictional officials on the adoption and implementation thereof.  *Regular instructor of certification-educational-training for swimming-pool-trade association members.  *Adviser on pool related building Code issues, for the North Texas Council of Governments (NTCOG).  After assisting with the opening the Texas division of vinyl-liner builder Ideal Pools, *In 1988, he organized and although semi-retired, still operates Preferred Pool Corporation, which activities includes the design/build and consultation of difficult-build custom residential projects, plus semi-public therapy, hospitality and roof-top-pool applications.
